Financial Services is responsible for managing the Town’s annual budget, accounts and other financial information. The Department collects municipal taxes, and administers the purchasing, accounts payable and payroll functions for the Town.

Financial Services is responsible for the financial management of the Town of Conception Bay South. The Department is responsible for tax billings, accounts receivable, accounts payable, payroll, budgeting and financial management reporting.

Collections

Interest will be charged on all taxes outstanding after February 28 unless an arrangement has been made under the  Equal Payment Plan. Interest is charged on all overdue accounts at a rate of 1.17% per month.

There is a deferral policy to assist those who qualify due to low income. To discuss this option please contact the Tax Consultant at 834-6500, ext 201 for a confidential review.

Overdue accounts are also subject to water disconnection, legal action or a possible power of sale as provided in Sections 132-148 of the Municipalities Act.

How Are Property Values Determined?

The Municipal Assessment Agency (www.maa.ca) determines property values in Conception Bay South. A notice of assessment, containing the assessed value of the property, is circulated to property owners late in the calendar year. If during the year you make changes to your property which may alter its value (i.e. removal of building due to fire or demolition, subdivision of land, etc.) you may contact the Finance Department at 834-6500, ext 201 to request a reassessment of your property.

Can I Appeal My Assessment?

Yes. If you disagree with your Notice of Assessment or feel that an error has been made, there is a set time frame each year during which you can file an appeal. For further information on the appeal process or on how an assessment was determined, please contact the Municipal Assessment Agency at 724-1510.

When are Tax Bills issued?

Property, water and sewer tax bills are sent out at the beginning of the year, usually in early January. If you do not receive a tax bill by the end of January contact Financial Services at 834-6500 ext. 201.

What Payment Options do I have?

The Town of Conception Bay South offers several methods to pay your taxes:

  • cash

  • in Person at the Town Hall - counter service is available 8:00 a.m. to 4:30 p.m. - Monday to Friday. PLEASE DO NOT DEPOSIT CASH.

Will I be charged interest if I don’t pay on time?

What do I do if there’s an error on my bill?

If you think we made an error, please do not ignore the bill. A call to Financial Services at 834-6500, ext 201 may be all that is necessary to resolve a concern. Please note that we cannot make any change to the amount of the bill unless it involves one of the following items.

  • If you did not receive bills for all your properties…This may mean that the Assessors could not determine the owner or assigned an incorrect name and address. In many cases taxes are building up on those properties, some of which may be subject to sale notices later this year. If you think one or more of your properties falls into this group, please let us know.
  • If you received a bill for property you do not own…Kindly return the bill to the Town. Any information you may have that helps us identify the correct owner will be of benefit to both the Town and the landowner. If you previously owned the property, please advise the Town and if possible give the name and address of the new owner

I have just bought a piece of property in Conception Bay South, do I need a Tax Certificate?

When you buy a piece of property, you become responsible for any outstanding tax. Always obtain a tax certificate. Call Financial Services at
834-6500, ext 201 for more information on tax certificates.

I have a low or fixed income and I can’t afford to pay my bill, what can I do?

I’m a Senior Citizen, do I qualify for a discount?

A property tax reduction of 20% is available to senior citizens in receipt of the Guaranteed Income Supplement who meet the criteria outlined in the Senior Citizen’s Property Tax Reduction Policy.
